今日は　On Libertyを訳したいと思うよ。John Stuart Mill著。

邦訳のタイトルは『自由論』となっているところが多いね。

Chapter1 Introductory

The subject of this Essay is not the so-called Liberty of the Will, so unfortunately opposed to the misnamed doctrine of Philosophical Necessity; but Civil, or Social Liberty:

the nature and limits of the power which can be legitimately exercised by society over the individual. A question seldom stated, and hardly ever discussed, in general terms, but which profoundly influences the practical controversies of the age by its latent presence, and is likely soon to make itself recognised as the vital question of the future.

It is so far from being new, that in a certain sense, it has divided mankind, almost from the remotest ages; but in the stage of progress into which the more civilised portions of the species have now entered, it presents itself under new conditions, and requires a different and more fundamental treatment.

第1章　序説

　この論文の主題はいわゆる意志の自由（不幸なことに哲学的必然という間違った名前をつけられている学説に対立させられている）ではなく、市民的あるいは社会的自由である。言い換えれば、社会が個人に対して正当に行使できる力の本質と限界である。

この問題はめったに言及されることはなく、一般的な用語として議論されたこともほとんどないが、潜在的に存在していることにより現代の実践的論争に深く影響を及ぼしており、将来的には必須の問題として認識されていくであろう。

これは新しい問題などではなく、ある意味において、ほとんど遠い昔の時代から、人類を二分させてきた問題だ。しかし、進化の段階にありより市民化された種族の部分においては、この問題は新たな条件のもとに現れ、いままでとは異なるより根本的な扱いを求める。
